The Government of Cape Verde made international news.

Foram Several media outlets gathered around the launch of the first phase of the Cabo Verde Ports Sub-concession tender - Public Consultation - on 11 March. There they had the opportunity, in conversation with the Coordinator of the State Business Sector Monitoring Unit (UASE), Dr. Sandeney Cabral Fernandes, to understand and publicize the government initiative to proceed with the Sub-concession of Cape Verde's port assets through Enapor.

The Government of Cabo Verde, through the Ministry of Finance and Business Development, considers this to be a significant step aimed at improving the operational efficiency and global competitiveness of the country's ports. 



Through a public-private partnership, the port operation rights will be ceded to a private strategic partner. This decision is part of the current government's policy to reduce the State's presence in 9 public companies, through an agenda of privatisations, concessions and public-private partnerships.

The State remains the owner, while ENAPOR maintains the role of Port Authority, refocusing on port administration, sub-concession management, planning, supervision, inspection, safety and environmental management.

As explained by the Coordinator of UASE: 


 "Based on the Concession Contract signed between the State and ENAPOR, which determines the port services that can be ceded to the private sector, after independent strategic studies that defined the model to be followed in 2020. The Government authorized ENAPOR, as the Concessionaire, to proceed with the sub-concession of the port services subject to the Concession Contract, which may be in all 9 ports in the country and for a maximum period of 30 years. It also determined that it must be through an International Tender Limited by Prior Qualification, regulated by the Law of Cape Verde, namely by the Public Procurement Code, which comprises two phases"


The ambition is obviously to make this sector, decisive for the national economy, more competitive and with even greater capacity to leverage Cape Verde's strategic positioning.
