The Grantor, the State of Cape Verde, intends, through the Concessionaire, ENAPOR, S.A., to sub concession port services in all nine of the country's ports through an International Limited Tender by Prior Qualification.<\/p>

The sub-concession is part of the privatization, partial divestiture, concession or public-private partnership agenda approved by the Cape Verdean government in Resolution 104\/2022 of November 16<\/a>, as part of the reform of the state's public business sector, in line with PEDS II. The agenda aims to attract capital, the market, skills, and capacities; modernize the national business fabric; reduce the fiscal risk of companies in the Public Business Sector, reduce state participation in the economy; and boost the capital market.<\/p>

The privatization, partial divestiture, concession, or public-private partnership processes are planned in such a way as to ensure transparency, following the best governance practices, and guaranteeing the participation of the different players involved, including the private sector and civil society.<\/strong><\/p>

The choice of privatization, partial divestiture, concession, or public-private partnership to be applied to each public company and state-owned subsidiary is based on the recommendations resulting from studies and analyses, as well as the strategies defined for each company and\/or sector of activity.<\/p>

Concessions or public-private partnerships are concluded through a contract for the exploitation of public goods and services or public works, between the state and a private party for temporary exploitation, at its own risk, with the private party being remunerated for the results of its management, except in loss-making situations involving the payment of compensation by the state to the private party.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t

The government has decided to hold a public consultation prior to the launch of the pre-contractual procedure, aimed at interacting with Cape Verdean residents and the diaspora, development partners, companies, experts, potential stakeholders, and any citizen of the world, in order to gather comments and contributions on the port services subconcession process. The results of the public consultation should enable the government to make adjustments to the port services subconcession strategy and to increase the transparency of the process.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t
